Section 349

Any person who knowingly sends by any vessel, or carries in any vessel, any explosive substance, or any acid, or other thing of a dangerous or destructive nature, under a false description of the substance or thing, or with a false description of the sender thereof, is guilty of a felony and is liable to imprisonment for three years.

The offender cannot be arrested without warrant.
